Understanding Local vs. Non-Local Rules in TS & AP EAPCET

How does your residence affect your admission chances? A deep dive into local area quotas (OU, AU, SVU) and how non-local candidates can secure seats.

The Local Reservation System

To ensure regional students get fair access to educational institutes within their states, both Telangana and Andhra Pradesh implement strict local region reservations. Up to 85% of seats in government and private colleges are reserved for "Local" candidates, leaving only 15% open for "Non-Local" candidates.

Local Regions Defined

Andhra Pradesh (AP EAPCET)

AP is split into two major university areas:

  1. Andhra University (AU) Region: Covers Coastal Andhra districts (Visakhapatnam, Kakinada, Vijayawada, Guntur, etc.).
  2. Sri Venkateswara University (SVU) Region: Covers Rayalaseema districts (Tirupati, Kadapa, Anantapur, Kurnool, etc.).

A student who studied class 4 to 10 in Coastal Andhra is considered AU Local. If they apply to a college in Tirupati (SVU region), they will be treated as Non-Local for SVU seats.

Telangana (TS EAPCET)

Telangana is classified under the Osmania University (OU) Region:

* Covers all districts of Telangana.

* Any student who has resided or studied in Telangana for 7 consecutive years prior to the qualifying exam is local to OU.

How the 15% Unreserved Seats Work

The remaining 15% of seats are "Unreserved" (UR), meaning both Local and Non-Local candidates are eligible. However, because local candidates are also competing in these open seats, the cutoff ranks for Non-local candidates are extremely competitive (requires much better ranks).

How to Prove Local Status

During the certificate verification phase of EAPCET counselling, you must produce:

Study Certificates*: From Class 4 to Class 10/Intermediate.

Residence Certificate*: If you did not study in a school but resided in the state (verified by local MRO/Tahsildar).
